Integrated Pest Management (IPM) is a key component in the development of sustainable agro ecosystems. The Integrated Pest Management Collaborative Research Support Program (IPM CRSP) is a USAID funded project that is a consortium of U.S. universities working with host country national programs and other stakeholders to promote IPM globally. The IPM CRSP model is based on a Participatory Integrated Pest Management (PIPM) process that has as its goals to help reduce: agricultural losses due to pests, damage to natural eco-systems including loss of biodiversity, and pollution and contamination of food and water supplies. Based on the Policy Analysis Matrix (PAM) approach this paper provides an assessment of the competitive position of the Hungarian agro-food industry in view of EU integration. The situation in the food processing sector is assessed with the use of actual cost data from representative Hungarian companies. The paper presents an assessment of the current situation prior to EU integration as well as a future outlook under various scenarios with regard to the expected policy environment and the rate of technological change. Increase in agricultural productivity is induced by public investment in research. Several studies have analyzed the impact of research investment at the national level but such analyses at the state or regional level are a few. The present study is an attempt to analyze the pattern and quantify the returns to research investment made over a period of 25 years on major field crops such as rice, jowar, finger millet (ragi), red gram, groundnut, sunflower, cotton and sugarcane in a predominantly agrarian state of Karnataka in peninsular India.
